That's the bit that got me.  If you're sending sensitive data that you
don't want the {insert ANY} govt to get access to, the company that lays
the fibre shouldn't really even come into consideration.  You should be
encrypting that traffic over the wire, at which point, it actually doesn't
matter whether you trust the fibre installer or not...
