Telstra cable in my area has issues - my kids were the first to tell me as well (Netflix isn't working properly).
It isn't a "last mile" issue (as the modem syncs normally - DNS is up and down, packet transit to the general Internet is variable. Pinging 8.8.8.8 works, but is 50ms or above (normally much lower).
