Hi All, Thanks for all the feedback, quite a few more options that you are all using than i was initially looking at.
i've ordered a couple of different devices today to play with to work out what will work best for me with some scale.

You could probably install Lede onto the MR200 and then run whatever type of VPN you like on it.  Would be a bit of work to get going but should be possible according to my quick Google search.

seems like there is quite a bit of equipment that can host vpn, however not alot of it can join something already existing. 
 
i've used some tp-link (mr200) units with ipsec support but the dynamic ip from 4g make this an issue. 
 
would love to hear your thoughts. 
 
also fyi. telstra is main carrier, however some optus will be used when coverage is an issue
