As far as I can tell, no you can't: "As part of the PCN, you will need to 
transfer ownership of the pit and pipe works free of all encumbrances". NBN Co 
are the owners of the pits and pipes, so they may be able to grant consent.

Hi All,

Looking for some guidance / industry knowledge in regards to NBN Pits and Pipes.

If a Developer pays for the installation of Pits, Pipes, Conduits, Leadin's to 
buildings etc to bring NBN into their estate, are they restrictions on the use 
of this infrastructure by other ACMA licensed carriers?

The Pits are branded NBNco though the developer had a private company undertake 
the works. All NBN have done is run their Fibre.
