This is pretty common from these SIP numbers. I have no idea if the symbio networks folks take any action. Hopefully they track the number back to the SIP account and close it, then mark the credit card used for the SIP account as stolen. Apart from the call being hilarious and hearing a room full of people saying the same thing to other callers, this is rubbish. I have been able to return calls to the SIP service 61 2 6100 0472. If someone here is associated with providing the service to these people, can you please disconnect them. Happy to provide more info if you need it.
