Yup, it's been annoying me all morning.  DNS resolution for anything under  
mail.protection.outlook.com<http://mail.protection.outlook.com>  is spotty at 
best so finding an MX in o365 is unreliable at the moment.  Your outbound 
queues may be getting a bit longer than normal.
