Only apply these settings to networks used by employees or students in your organization. This configuration is not recommended for networks used by ISP customers.

I’m almost certain I couldn’t stop my residential customers being able to use YouTube but not see/make comments in 2016 by fumbling DNS. Maybe as network operators we should’ve done our part? Are you on a telstra residential connection which has set themselves into parental control mode in the portal? It’s been a feature for at least 6-7 years now AFAIK. :)
