The original article from the post by Laurie at around 1pm stated that
the issue had been happening for "at least 8 hours" - which would
indicate the 3:30 - 5 am window would have been close to being in this
outage window, especially if the "at least" is accurate.

Telstra are certainly accepting responsibility for the situation - the
CEO has come out and done the "our deepest apologies" public face
thing - which would pretty much say it was caused by the issue.
