Hi Mike, Generally you would talk to someone at the ACMA first, as they are the keepers of all spectrum. Then they can setup a meeting with the affected parties if they think it might be a problem.
This sort of thing also happens when legacy P2MP site licenses potentially overlap with new 5G spectrum allocations, which happened in the 3.5G band. Sometimes it involves sending a letter, don't expect quick results! Out near Burra some of the more enthusiastic Wind Power builders used to send letters asking for feedback about potential reflections from their turbine blades, but I don't recall anything ever changing because of it.
