Ellipses and circles are a pain to draw in The Gimp if you don't know what tools to use. The docs describe two ways to do this: http://docs.gimp.org/en/gimp-tool-ellipse-select.html The trick is to to make a circular/ellipse selection using the ellipse select tool, then turn that into a line. So.. use the ellipse selection tool (it's in the toolbar) and draw your ellipse. Then Click Edit > Stroke Selection. Set the line width (eg 1px) and other options as you need and click OK. You should have an ellipse now.
