By convention (not by hw/sw necessity), the 4-tilde timestamp follows all Talk-page entries; the idea is that Talk pages are multi-person conversations. But not on Main-page entries; they're lectures. The "edit summary" line appears on the History page, for maintenance (and ego-boo :-) ) purposes, along with automatic user and timestamp.
