I have now produced an ODT of the Getting Started guide that exports to PDF as it should, without losing figures. Here is what I did:
The original file has hidden sections in it that contain the copyright pages and TOCs of the chapters. I "unhid" those sections and then deleted them from the file. In addition, I deleted the hidden paragraphs with the book name from the title pages of the chapters. Then all was well. I still have no idea why this book had a problem, when the Impress Guide and other books have so far not have the problem, and its not a good solution because of the extra manual work involved, but at least we now have a book. I will be uploading the ODT and PDF files to the website soon, even though I have not checked the file for incorrect cross-references. (I will also be making a note on the issue that Andrew filed; perhaps it will help someone figure out what's going on here.)
