Yes, blogger.com is very easy to do, and Wordpress requires that you host the blog yourself...although this can be done without having your own server or domain...but some assembly is still required.
i am the one who suggested on discuss both wordpress and blogger.com, also mentioning the use case: wordpress for your own server or blogger.com as a hosting service (of course, there are a ton of other similar hosters).
Atom is another XML-based form of newsfeed syndication, like RSS. The links below have more on the subject, but it should work for you and is _mostly_ compatible with RSS readers. However, you had better check to see if the Ximian Planet can use an ATOM feed.
Planet OOo is using Planet software (http://planetplanet.org/), which support RDF, RSS and Atom feeds.
Planet is an Open Source feed aggregator, written on Python, something you can even use on your own server.

Apparently blogger.com has something called Atom feeds. Do you know what those are? Do I want that?
Atom and RSS are somewhat competing formats, both do the same thing, both are XML and both are supported by all major readers (Planet, Firefox, Thunderbird, Sage, to name the most known Open Source ones)
