The bad thing is not that original author must agree, but the others 
contributors (as mentionated in the table) must agree, too.
In the case of translated work, both the original author and the 
author of translation would have to agree.
But i'm for CC, because the burden of using PDF is too high (mention 
contributors and including the whole text of the licence).

About organizing this, you may send emails kindly asking original 
authors to republish the text with the new licence inside. It will be 
their job to contact the contributors (anyway they may modify the 
text to includ contributor's work if there had been mistakes in the 
original). At least with the laws in my home country this is 
perfectly fine. And we will know the licence when we will read the 
beginning of the file (or you could add smth to the file name of all 
PDL files).
