My thinking is that everything connected with 2.0 should have the new
template, license, etc.  So only upload them, after those decisions
have been made, and the data transferred to the new file formats.

Whilst the release of OOo 1.1.5 is, in theory, irrelevant, I think
people will be confused if they see manuals for 2.0, but nothing for
1.1.5.

The original timeline had them being released within weeks of each
other.  [IIRC, 2.0, then 1.1.5, then 2.0.1.  Less than a week
separated the release of 2.0, and 1.1.5, and a couple of months
separated 1.1.5, and 2.0.1.]
