Poor wording - I should have said "Percentage". A font size in a style
can be expressed as a percentage. For character styles this is a
percentage of the paragraph style's font size and for paragraph styles
it is a percentage of the "based on" style's font size.

Similarly, it is also possible to have increments and decrements in font
size +2pt -5pt.
