"Online documentation" for the purpose of this conference is any documentation in electronic form rather than on paper. It includes help systems in a variety of forms; embedded help; interactive tutorials; user guides, training and reference material in PDF, HTML, video and other media; and no doubt a bunch of other things that I forget. Itan be delivered with a program, or over the web, or on CD/DVD.
