The last sentence is correct as written, but the explanation is not clear. I will revise it. The explanation is trying to say that Help Tips and Extended Tips affect two things: what you see when you hover the cursor over an icon or field, and what you see when you hover the cursor over a note (which is not part of the user interface; it is something in an OOo file). The last sentence refers to notes.

Thanks for your kind explanation. I informed it to the member. FYI, in Korean version, 'Note' menu was translated into a Korean word corresponding to 'Memo'. So, he and I could not find any information of the 'Note' in OO.o help. :-)
By the way, when you clarify the sentence, what about separating the explanation into 'Note' box?

When Extended tips are active, a brief description of the function of a particular icon or menu command, or a field on a dialog appears when you hover the cursor on that item.
