The French NL already had a lot of documentation before OOoAuthors
appeared. They are a close group, they are good friends, and they are
happy with the tools they have. So there's no reason for them to use
OOoAuthors. Each person uses what they like.
Agnes is an Authors member, she likes the guides, and wants to translate
some chapters. But it's because she enjoys it. And if anyone wants to
grab it, they're there. But her goal is not to get many documents
written. Her goal is to enjoy time with friends (us) and do something
that makes her happy (reviewing files and translating).
So, in a sense, the /fr/ folder is Agnes' hobby :-)
