Anyone with the Manager role can grant any role, including Manager and 
Author. At first, CPH was the only Manager. CPH gave me the Manager 
role and I've handed out the Manager role to other people as the need 
arises. I can't remember exactly who has the manager role. Several 
people do. Me, CPH, Jean, Janet, Marko... I think Linda... and 
probably 2 other people I'm forgetting.
