I use Draw. The basic concept really quite simple. Load the images in
Draw. Add the text, arrows, boxes and whatever you want. Select the
entire group of items (you know, click on a distant corner and drag the
mouse to cover everything). Then just copy and paste onto Writer. It's
even safe to delete the Draw document because you can select this group
in writer and copy and paste back onto a new Draw document and make edits.

Doing this well is tedious and slow, but the results are worth it. Take
a look at the figures from the v2 styles chapter and you'll see that the
text boxes, and all the layout is just perfect.
Yes, the figures in the V2 "Intro to Styles" chapter are great
examples of how to do them right.
We should put your explanation of how to do this on the
OOoAuthors website to help all our writers do graphics with
callouts the best way (and tell them why doing this your way is
important), and link to the explanation from several relevant
