That's because you don't have the correct fonts to display them. I guess we'll have to go for an image map because a lot of people seem to be missing international fonts.

I have Korean and Japanese fonts on my Windows but they are still displayed as "?? ??" and "???". It might be another problem than fonts. By the way, I belive it is good idea to go for an image map.
