I just tested what happens if I wrap the image tag in a link. It works fine, and does not interfere with the links within the image map. Of course, the link must go to some specific page (I set it to go to the English page, but that could be changed).

Having a link on the image as a whole means that, when the image is visible, a visitor clicking anywhere on the image that isn't one of the language names is taken to whatever page we've chosen for the link. That has both good and bad points, but overall I think it's better than having no link at all from the first page for graphics-off users.
