Actually that chapter should go in the main *Getting Started* (not
Writer) folder.
This "where to put it" business can be confusing; even I, who should be
used to it, sometimes forget to put reviewed copies into the feedback
folders and revised copies of chapters I maintain into the main folders.
Not that it matters; when I pick up this chapter for a final-edit and
publish it, I'll put it in the Published Docs folder. In other cases,
when I've noticed a misplaced file (usually accidentally put in the
feedback folder for the wrong book), I've moved it to the right place
and told the writer or reviewer I've done that. Now that you have the
manager role, you can do that too. :-)

Mostly I meant, why not in the main folder of whatever book it is
supposed to be in vs. the feedback folder.
If it is being reviewed for publishing, it doesn't matter, but I wasn't
sure of its status, if it should be resubmitted for me more review or not.
