That does occur (every time)...
That is caused by the tables having a checkbox "keep with next
paragraph" selected on the Text Flow tab of the Table Format
dialog. Once that checkbox is deselected, the table behaves
itself and starts on the same page as the caption.
Without comparing this file with an earlier one, I don't know if
there was something in the SXW version that caused this checkbox
to be selected, or if OOo just did it on its own. If OOo did it
on its own, it sounds like a bug to me.

I haven't spotted one of those yet, but I'm only starting to look
through the file. I'll send updates as I find (and, I hope, fix)
things. I'm at an airport between flights right now, so there may
be a delay in working soon.
