To me an how to is similar to a recipe, that it hoe to obtain a certain result, 
you do this and this.  No real teaching on what or how or when.
Whilst, a tutorial should start from a certain level, say beginner, then go 
through a number of steps to reach another level say middle experienced.  The 
lessons would be step wise including why, where when as well as how.

A To do would be similar to a basic recipe on How to make a chocolate cake with black cherries. Ingredients, mixing, baking and serving. Nothing on how to change, improve, learn about cake baking. Just how to bake a black cherry chocolate cake.

A Tutorial would be similar to explaining all about cake making, chocolate requires coco, white requires vanalia etc. The presentation would include whether the icing, frosting or not would be maple or marzipan.

So to write a to do would be comparatively easier but less instructive. Both are required. I need to learn how to make a specific data base for a specific need but I would like to know how to make a data base for a future need.

Clear as the water I am muddying.
