I have changed the state to "Submit". I hope I did it correctly. The
process as described on the "howto_submit" didn't seem readily
followable. By some trial and error, I was able to find an option to
change the state to Submit.
And I agree, the feedback folder is very cluttered with other versions
of this document. I noticed the same thing but wasn't quite sure what
to do about it.

While I am looking at some of my favorite issues for accuracy it can
still be reviewed (and retracted) by someone else...
