That is the outline for the OOo1.x books. It is very out of date.
I had forgotten it was there. (I have now added a note to the top
of that page to say that it is out of date.)
As you found, it does not match the published chapters. This page
lists what was actually published for OOo1.x:

Many planned 1.x chapters, including some in the Calc Guide, were
never written. We stopped work on the 1.x chapters when 2.0 was
being developed, so we could work on the 2.0 guide.
