Doug,
I have now given you "Author" privileges. You should now be able
to download and upload files and "retract" or "submit" them.
You may need to log off the website and log in again before this
change takes effect. Let us know if you have any further problems
with the the site (it occasionally is uncooperative for reasons I
don't understand).
