OODocument is a legacy format from the .sxw days. We never removed it from the list because we thought doing so might break something, but it does confuse everyone.
File is the correct choice for ODT, as you discovered. It works for both ODT and PDF. This is mentioned somewhere in the instructions for reviewers, but I probably ought to add it to the text on the individual folders, because it confuses lots of people.
