You're absolutely correct, including under Windows.

In OOo 2.3.1 and 2.4 the erroneous 'Help' text that I copied when creating the document in no longer present. If you upgrade to 2.3.1, or 2.4 (OOo-Dev presently) then you will find the the Help text is more helpful: basically, pressing Alt+Insert and then, within 3 seconds, pressing an arrow key will enable row and column insertion via the keyboard. Alt+Delete performs a similar function for row and column deletion. I can't account for the behaviour of the out-of-date (very) version 2.1 as I no longer have access to it.

I'll take an action to thoroughly revue and revise this chapter in the near 
future.
