I think you are right. I don't know what privileges you need for
a new language folder, but I will try to find the instructions.
Or perhaps Marko will see these notes and fix it before I can
figure it out.
Sorry about all these problems. We need a few more people who
know how to do the site management things.
I've found some old instructions and made some changes in
permissions for that folder, but I'm not sure if I've done all
that is needed.
Log off, log in again, and see if you can reach the folder now.
