Probably good to try a mirror closer to you for extra speed in the
download ( I am not sure where you are):

Most mirrors have in the developer folder a 3beta and a 3dev eg

ftp://openoffice.cs.utah.edu/pub/openoffice/developer


Installation

I just unpacked the files in the deb.tar.gz file into a folder of their
own and then ran from a command line
sudo dpkg --install *.deb

Worked fine for me. I have 3Beta, 3Dev and 2.4 all coexisting peacefully
on my kubuntu and suse machines.
