[authors] Permission problems

There seem to been several users that have had problems with the  
permisions of their account, they are unable to upload documents. We even  
have gone to the extend of re-registering and setting them authors  
permissions from the get go but they still seem to be problems. Has anyone  
experienced the same thing on new authors. I am sending a list of the  
nicks that have had issues:

* ianmdc
* darkangel
* Tarelli
