[authors] New location for OOo 3.0 Developer snapshots

OOo-Dev 3.0 Developer snapshot builds (starting from OOO300_m1) are 
now available from this web page:
http://download.openoffice.org/300/index.html
These are the builds I believe we should be using for the books we are 
writing now.

According to this article,

* the new OOO300 is going towards the OOo 3.0 final
* the common DEV300 is now used for the future OOO 3.x release
