Marko or Andreas were copying the national sections, but sometimes not
all the files got copied.

Yes, unlogged users can browse the site, but only the 'published'
sections are visible to them. I have made parts of the English section
'published', so you should be able to browse them.
Parts of the Deutsch section have been published. The other language
groups have not been published yet, so you don't see them in the
navigation unless you are logged in and have been assigned a role that
allows you to see unpublished material.
