[authors] New dutch Login page

[Jan Brul]

The page http://oooauthors.org:9082/oooauthors/index_html?set_language=nl  has 
dutch at the top and in the left column.
The dutch flag is the biggest/largest of the flags. The rest of the page is 
however in english..
"Uitloggen"  does not work.
