There was a major change to the hyperlinks for TOCs. Those may work
better now--or not ;-)
Is this a functional (behind-the-scenes) change or something that needs
to be mentioned in the UG? Please tell me more, or point me to info.

The first description has a link to the spec.
AFAICT, the changes are /supposed/ to be invisible, except that you can
now export a TOC to HTML and have the links still work. There was a bug
in the implementation, but it was fixed (link showed bookmark name
instead of text; /ugly/ ). I don't know if the new bookmarks show up in
the Navigator or the Bookmarks dialog.
