[authors] Permission for translation to PT-BR

Hi
I have a request to translate the migration guide to pt-BR. Do I need a 
specific authorization and who can grant it to me?

Also, the translation will partially be sponsored as a service and I 
would like to konw if I can add the name and logo of the transtation 
sponsor in the pt-BR translation credits.
