This is not on the usual "View" tab. Go to the "Contents" tab. On the
right-hand side is a column called "Order", with little symbols (4
dots in a square) next to each file. Click and drag a symbol to move
the file up or down the list. You may need to click again when you put
the file where you want it.
Sometimes when you move files, they don't stay where you put them. If
that happens, just try again.
