In this case it's probably better to retain compatibility, so I backed
out that change.  Thanks for reporting the problem.

Perhaps we could make "exec </dev/null" an option, normally enabled,
so that the net-snmp folks could disable it.  If anyone feels strongly
enough about it to implement that I'd be inclined to fold it in....
