Weird tests in the Autoconf testsuite (tests 149 and 150)

Hi Autoconf patchers,

could anyone explain me these two tests:
149: AC_PROG_CPP without warnings                    skipped (c.at:142)
150: AC_PROG_CPP via CC                              skipped (c.at:180)
