I'll ensure that INSTALL is regenerated, one way or another,
at least for distribution.

We need to figure out how to automatically get the latest texinfo.tex from either gnulib or texinfo, rather than tracking it in git or relying on an out-
of-date version from automake.

That only matters when doing a release, right? So you could just remove it form the SCM and add it to .gitignore and ensure that GNUMakefile or whatever it is that you guys use to make a release can fetch the latest version of that file, right?
