Is it past time yet to have a common tool infrastructure
that is *required* to be installed prior to other tools?
It seems to me that uncountable numbers of man-years are
wasted solving inane inconsistencies in wide varieties of
projects when a common tool base could easily solve it.
"autoconf" would likely be a good spawning ground for such
a thing.  Much of the needed infrastructure is already
here.....Perhaps a stripped down bash would be an early
member of such a collection?
