If you get that error, I think it is due to a newer version of autoconf being used.
Replacing AC_OUTPUT with arguments with calls to AC_CONFIG_FILES for each argument and AC_OUTPUT with no arguments fixed it for me.
AC_CONFIG_FILES(Makefile) AC_CONFIG_FILES(otherMakefile) AC_OUTPUT
