How about something like this instead? It makes only one pass over
the data and should be O(N log N) rather than O(N**2):
ac_eof=`sed -n '/^CEOF[0-9]*$/s/CEOF//p' conf$$subs.sed | sort -nru | sed 1q`
ac_eof=`expr 0$ac_eof + 1`
