Oh, forget the suggestion.  It's not worth the time.  It seemed simple
to me, and strange that install-sh had to be executable when other
scripts (config.sub, etc.) didn't, but too much mail has been expended
on it already, I see now.

    Karl, for texinfo, why do you even store install-sh in CVS

That's the way I like to do it (to make things easier for Texinfo
contributors), that's all.

     (and why was it added there without execute permission)?

It has execute in the repo.  It didn't have execute in my checkout.
CVS madness (not for the first time).  Not really important.
