Unfortunately no. They are scattered all over the place with no
central "ace.h" and/or "tao.h" to use. It is more of a collection of
ACE and TAO parts than a coherent whole.
Alternatively, write a manual compile/link check that includes
several headers at once so that you verify the presence of all of them
with only a few compiles?
That, on the other hand, seems like a good approach.
