That's suspect. I think fork() returns EAGAIN or ENOMEM in that case.

Chances are it really is a kernel bug. Another thing which happened a
few times in the past is bash hanging on wait4() calls with ENOCHILD or
similar errno but I'm uncertain about the corresponding kernel version
(2.2.6, 2.2.10-ac11 or 2.2.14).
