Depending on what you're doing, you don't need a reserved port to do an RPC
NULL function call.  I thought we shook this down already, and got rid of
all of the unneeded calls using reserved ports?

Does this patch actually change any of those interactions?  I guess I'll
have to look at this earlier than I had planned.
